In light of the ongoing global geo-political situation, ICAR urges all institutes to adopt sustainable practices and promote national economic resilience.
The Indian Council of Agricultural Research (ICAR), in an Office Memorandum dated 15 May 2026, has issued a comprehensive advisory urging all scientists, officers, and staff across its institutes, bureaux, and KVKs to adopt austerity measures and promote resource conservation in light of the ongoing global geo-political situation.
The advisory, issued with the approval of the Secretary, DARE & DG, ICAR, emphasizes the need for collective national efforts to strengthen economic resilience and work towards the vision of ‘Viksit Bharat 2047’.

- Fuel Conservation: Officials are encouraged to use public transport, institute transport facilities, carpooling, and other fuel-saving measures.
- Optimized Travel: Only most essential foreign visits may be undertaken. Virtual meetings and digital platforms should be prioritized wherever feasible.
- Defer Personal Foreign Travel: Employees are expected to defer any non-essential personal visits abroad for at least one year as a responsible national duty.
- Discretionary Expenditure Restraint: Scientists and officers are advised to adopt restraint in discretionary expenditure, particularly involving foreign exchange outflow.
- Domestic Preference: Preference may be given to domestic travel (Indian Railways and e-vehicles), products, and services in alignment with national priorities.
- Indigenous Products: Procurement and usage of indigenous products, technologies, and services may be encouraged to promote self-reliance and strengthen local industries.

Scientists and extension personnel are requested to intensify efforts towards promoting (a) Organic and natural farming practices, (b) Integrated nutrient management, (c) Reduction in dependence on imported chemical fertilizers, and (d) Efficient utilization of agricultural inputs.
📢 Awareness & Compliance
All ICAR institutes are expected to spread awareness on energy conservation, sustainable consumption, and self-reliance. Directors, Project Coordinators, Heads of Divisions, Heads of Regional Stations, and Heads of KVKs are requested to ensure dissemination of this advisory among all employees and encourage voluntary participation in this national effort.
